Leading International IP Lawyer Tim Xia, Patent Litigator Bryan Harrison Strengthen Locke Lord’s Atlanta Capabilities

ATLANTA, June 17, 2015 – Locke Lord LLP added formidable components to its Atlanta office today with the hiring of leading Intellectual Property lawyer Tim Xia and patent litigator Bryan Harrison as Partners. Also making the move to Locke Lord are 12 members of the Intellectual Property group Xia led at Morris, Manning & Martin, LLP that includes an associate, four patent agents and seven staff.

For the past 10-plus years, Xia and Harrison have worked together on many significant IP litigation matters that have had international implications.

Xia, who was a senior partner at Morris, Manning and managed that firm’s International Practice as well as its IP group, is the only recipient of the Client Choice for the Intellectual Property Patents – Georgia. He is widely known for representing clients in their successes on major matters involving U.S. government agencies, including the Committee on Foreign Investment in the United States (CFIUS) and the Department of Justice (DOJ) and its related agencies such as the Office of Export Enforcement (OEE), the Internal Revenue Service (IRS), the Federal Communications Commission (FCC), the U.S. Securities and Exchange Commission (SEC) and the U.S. Department of Homeland Security.

Xia has prepared and prosecuted more than 3,000 patent applications in a variety of areas, including telecommunications, optics, mechanical and electronic devices, nanotechnologies, liquid crystal display devices, lasers, quantum spin devices, semiconductors, biotechnologies, medical devices and emerging green energy technologies. Prior to his legal career, Xia was a physicist specializing in supercomputing, large scale computer simulation of complex fluids, super-thin-films of polymers, and Josephson junction superconducting arrays.

In addition to his impact on Locke Lord’s Atlanta office and in the Firm’s IP Department, Xia will greatly enhance the Firm’s Asia practice since he primarily provides counsel to clients from Taiwan and Mainland China on unique issues they face with their entries into and growth of their companies or organizations in the United States.

Xia earned his law degree from the Columbia University School of Law where he served as Executive Editor of the Columbia Journal of Asian Law.

Harrison was the co-chair of the IP Litigation Practice at Morris, Manning and was recognized by Chambers USA’s Award for Excellence in Intellectual Property Litigation 2010-14. Although a former prosecutor with the United States Department of Justice, Antitrust Division, Harrison’s practice has related almost exclusively to prosecuting and defending patent infringement actions, serving as regional or national litigation counsel for clients and appearing in various courts in more than 30 states, Canada and the European Union. Harrison has also appeared in numerous proceedings before the International Trade Commission and Office of Export Enforcement.

Harrison earned his law degree from the Emory University School of Law.
