Sam serves as bond counsel to cities, towns, school districts and various special purpose districts in Massachusetts and elsewhere in New England.

Prior to joining Locke Lord, Sam worked on complex public company mergers and acquisitions at a global law firm in Boston.

Prior to going into private practice, Sam served as a Law Clerk to Associate Justice Paul C. Thissen of the Minnesota Supreme Court.

Sam’s experience includes:

  • Serving as bond counsel to various municipalities across the Commonwealth of Massachusetts and other states in New England in their issuance of taxable and tax-exempt general obligation bonds and notes
  • Serving as bond and disclosure counsel for several states in New England in their issuance of tax-exempt general obligation, capital improvement and refunding bonds
  • Serving as bond counsel for tax-exempt borrowings for higher education institutions
